Guido Cardullo is the Head of Business Development of Fratelli Cosulich, a world leading bunker trading company with offices in Hong Kong, Vietnam, Singapore, Dubai, Athens, Genoa, Monaco, Paris and New York. Before that, he was Managing Director of the Singapore office of Fratelli Cosulich, where they operate as a physical supplier with a fleet of 6 owned bunker barges. Mr Cardullo joined Fratelli Cosulich in 2011.

John has an MSc in Port Management, a BSc (Hons) in Maritime Business with Maritime Law, is a Fellow of the Institute of Chartered Shipbrokers, a Chartered Member of the Institute of Logistics & Transport, a Member of the Institute of Petroleum and a Member of both IBIA and IECA. Returning from Singapore, he has over 38 years’ experience in the sector. Initially in port agency and tanker operations in the UK, Greece and Saudi Arabia his skill sets beyond this include on/off hire, ship-vetting, S&P, and drybulk. After postgraduate studies at University of Plymouth, his focus has been on marine and bunker credit management. He has worked for MRC/Lloyd’s List, and Ocean Intelligence headed bunker credit at Chemoil, Soyuz and most recently GP. John became a director of Awyr Las Pte Ltd in 2011 and has continually redeveloped and improved the Credit Model used at Chemoil into OI-CAM and later GP-CAM and now ALL/MW-CAM.

Jack Jordan is an experienced financial editor and reporter with a degree in Arabic and Russian, a postgraduate diploma in newspaper journalism and several years’ history of covering the oil and shipping industries and capital markets. His career has included appointments with Bloomberg, Argus Media, and S&P Global Platts. Jack is based in London, UK.

Charlotte Røjgaard is the Global Head of Bureau Veritas’ marine fuel services, VeriFuel.
Charlotte has a Master of Science degree in Chemical Engineering from the Technical University of Denmark and an executive MBA in Shipping and Logistics from Copenhagen Business School.
Having spent 15 successful years with MAN Energy Solutions where she began her career, she moved to Singapore to enhance the technical capabilities at DNVPS eventually rising to Technical Director. Joining Bureau Veritas’ VeriFuel team in 2015 as Global Technical Manager, she has been instrumental in strengthening the company’s expertise in marine fuels whilst successfully launching VeriFuel as a well-recognised global brand.
Charlotte represents Bureau Veritas’ VeriFuel at conferences and sits on numerous key industry committees, including ISO 8217/TC 28/SC 4/WG 6 and CIMAC WG7 Fuels for which she is currently the secretary.
Chief Operating Officer, Falzon Group
Alessandro Runco is Chief Operating Officer of the Falzon Group, Malta’s longest established bunker supplier. Alessandro graduated Bachelor of Engineering from the University of Malta in mainstream metallurgy and materials and was subsequently awarded an MBA with distinction from Warwick Business School, specialising in Strategic Adaptation. Following a number of years in top management roles in international tech manufacturing firms, Alessandro moved into the petroleum sector where he has been actively involved for the past 16 years. Alessandro’s main responsibilities today include the international fuel energy transition market in the bunkering and marine sectors.
Having international background in bunker industry since 2008, Davide Anghinoni has vast knowledge of fuels, supplying methods, international bunkering rules and regulations as well as competency for forecasting and interpreting oil market covering various geographical regions with specialised in Mediterranean area.
His profession as bunker trader started at Alpha Trading and later joined Toyota Tsusho Petroleum to establish Mediterranean business. Now he is at Saras Trading having set up bunkering business and as well as expanding business in Mediterranean market.
He has shared his insights as a speaker a few times previously, such as at Platt’s conference in 2017.
Global Head Technical
Colin Holloway’s career in the oil and maritime industry spans more than 30 years during which he has gained extensive knowledge of a broad range of technical, as well as commercial and operational activities throughout the Middle East and Africa region.
As Global Head Technical at Cockett Group, Colin is responsible for all technical aspects of marine fuel, reselling, petroleum products and services worldwide, while being in charge of the Group’s technical strategy and approach, including the implementation of new systems, tools, policies and procedures.
As part of his responsibilities, he overlooks the monitoring and updates of the Group’s accreditation to and in line with the most current ISO 9001 framework, ensuring all offered products and services meet international customer and regulatory requirements.
In his role, he manages the Group’s vetting process, selecting the suppliers and service providers based on a strict auditing protocol, while addressing the technical needs of the Group’s globally diverse client base.
Additionally, Colin designs and implements training programmes for the Group’s technical staff members covering all technical aspects of the business and contributing to the Group’s consistent high-level performance.
Colin started his career as a chemist at the Coryton oil refinery in Essex, England, and eventually relocated to the Middle East for the SGS Inspection Group, where he gained extensive product knowledge, including the full spectrum of petroleum products, petrochemicals and bulk commodities.
Further landmarks of his career saw Colin at DNV Petroleum Services, where he was introduced to the technical world of bunkering and the maritime side of the business, as well as at a local bunker trader and Fujairah-based physical supplier strengthening his comprehensive industry know-how.
Colin holds an MBA in International Business from University of Wollongong in Dubai (UOWD), UAE.
EMEA head of Macquarie Commodities Trading
Peter is currently based in Geneva running Macquarie’s physical oil trading business in EMEA. Previously he has worked in Singapore running the energy physical financing and derivatives trading desk. During his career, he has worked as an Options and Exotics trader across many commodities, as well as an Investment Banker looking at commodities opportunities in the M&A and capital markets. One key focus of his current work has been the energy transition, especially with respect to transport fuels.
Programme Officer (Prevention) Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC)
Mr Franck Lauwers is Programme Officer (Prevention) at the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC) administered by the International Maritime Organization (IMO) in cooperation with the Mediterranean Action Plan of the United Nations Environment Programme (UNEP/MAP). Holding a master’s degree in civil engineering, geosciences and environment from France, he also obtained a certificate of advanced studies in environmental diplomacy from Switzerland in partnership with UNEP. Since joining REMPEC in 2015, Mr Lauwers has been responsible for a variety of technical, policy and regional regulatory duties related to marine environment protection issues, notably the prevention of pollution from ships, assisting the Head of Office of REMPEC on policy issues regarding regional activities in that field as well as providing technical assistance and expert advice to the competent national authorities of the Contracting Parties to the Barcelona Convention, amongst others.
Country Manager, Sing Fuels Pte Ltd, Greek Office
Irene Notias is the Country Manager of Sing Fuels Pte Ltd Greek office which services Greece’s most reputable ship owning companies for their marine energy procurement.
Graduated from Pace University, New York City, with a BBA degree in International Management and studied Human Relations at Brooklyn College’s Psychology Masters program.
Her commercial experience includes her own wholesale & retail business, employment at several multi-nationals such as IBM, and a shipping company, all in NYC where she grew up. In Greece, she worked for CERES Hellenic before she dedicated herself to the Marine Fuel Industry, working for trading firms till she opened her own brokering firm. She authors trade articles, lectures, and developed “The Science of Buying bunkers course, has organized and moderated several panels.
Irene is a member of WISTA Hellas, a Governor of the US Propeller Club Port of Piraeus and an active long-standing member of IBIA.
Regional Manager (Africa), The International Bunker Industry Association
Tahra joined the IBIA Secretariat in 2014 and is the Regional Manager in Africa and surrounding islands. She has not only taken on the growth and development of IBIA in Africa, but the project management of the IBIA Annual Dinner as well as an integral part of all events and marketing within the IBIA stable.
She has more than two decades experience in marketing and project management. Moving from the design and publications industry into the advertising industry, managing and strategising for some of Africa’s biggest local and export brands. She managed some of South Africa’s prestigious events (Top 100 Companies, Top Woman in Business and Government; Black Empowerment Awards) and a number of international conferences and launches.
Spending time in one of South Africa’s top retailers, re-branding and directing packaging design and communication, Tahra also brings with her the experience of operating within other not-for-profit organisations. She is a highly skilled marketing and project manager with a passion for bringing ideas into reality.
Tahra has been listed ‘One of the most Influential Professionals’ in the shipping industry in 2020 and 2021, according to allaboutshipping.co.uk. When she is not working, you’ll find her quenching her passion for the great Cape outdoors.

Michael began his career in investment banking in London, working on major M&A deals in the Oil&Gas and energy sectors, including refinery and port sales on behalf of Essar Oil and Essar Energy. Worked in energy teams at Royal Bank of Scotland, Societe Generale and VTB Capital. Subsequently, Michael spent several years in the strategy department at Eurasian Natural Resources Group.
Currently Michael is the Commercial Director and Head of Sales and Trading at PMG Holding. Michael spearheaded the expansion of PMG Holding from a company well known as a physical bunker supplier in the Black Sea, with a 20 year heritage, to a global bunkering house. Today PMG ships to all bunker hubs around the world and has 5 offices worldwide.
Michael holds an Msc in Mathematics, Statistics, Operations Research and Economics from the University of Warwick and an additional Msc from CASS Business School.
Loss Prevention Executive, North of England P&I
Mark Smith worked as Marine Engineer with P&O Nedlloyd, then as a Technical Superintendent with PCL and a Fleet Superintendent with Maersk Line. Mark presently works in the Loss Prevention Department at North of England P&I and involved in all aspects of loss prevention including North’s decarbonisation working group and various work streams involved with fuel. Mark is presently a Member of Ibia and actively involved in bunker licensing and mass flow meter working groups as well as methanol and hydrogen working groups.
CEO, Valletta Bunkers
Pippo Pandolfino is CEO of Valletta Bunkers, a bunker supplier located in Malta. Pippo has been in the industry since 2009, and previously held the position of CFO of Enemalta Corporation (the state-owned energy company in Malta). Earlier in his career, he worked as the Corporate Treasurer at Air Malta and has extensive experience in the banking industry. Mr. Pandolfino is a Certified Public Accountant, an Associate of the Chartered Institute of Bankers and received his MBA degree from the University of Malta.
Commercial Director - Conference Chairman
Thomas Sullivan started his studies at San Anton secondary school in Malta, proceeded to expand his education at the oratory in the United Kingdom and went on to graduate from acclaimed London School of Economics – laying the groundwork for what was to come.
His career began working in the hospitality and catering industry, aiding in the growth of his late grandfather’s renowned companies. Thomas serves as a director in each company and is involved in their transformation and growth.
Upon joining the family-run Seatrans Shipping, he visualised growth opportunities, expanding operations into Sicily while aspiring to increase the company’s ties with neighbouring countries – Greece and Cyprus. Thomas’s dedication his work led to his appointment as director.
In 2015, along with two shipping companies in Malta, Offshore Fenders Ltd was established and is now the largest transhipment company across the Mediterranean.
His achievements in the shipping industry did not go unnoticed, as two maritime entities on the island appointed Sullivan as director for the Malta Maritime Forum and Association of Ship Agents at the Malta Chamber of Commerce.
Through his constant drive for improvement and expansion, the family business is now dipping its toes into yachting with the construction and development of the beautiful Marina Di Valletta. This will serve to cater for over 300 yachts from berthing to supply services.
Marine fuel reporter/analyst, Argus
Jonah Sweeney is a market reporter and marine fuel price analyst, covering the European and African markets from Argus’ Speciality Products desk in London, contributing to the daily Argus Marine Fuels report. He holds a BSc (Hons) in agribusiness and master’s degree in political economy, where he specialised in unconventional monetary policy. Before joining Argus in December 2021, he worked at a quick-service-restaurant start-up, establishing an operations network for the UK market for a UAE-based company.

NIGEL DRAFFIN served at sea with Shell from 1966, coming ashore in 1979 working in New Building, Research and Operations departments. In 1996 he moved to Bunker broking first at Gibsons then at LQM Petroleum Services where he was Technical Manager before retiring in 2015. He has sailed on and supervised the construction and operation of bulk carriers, oil tankers and gas carriers. He has acted as a consultant on technical issues for over 22 years. He given expert opinions and is a supporting member of LMAA. A founder member of the International Bunker Industry Association, serving on its board and as Chairman in 2012. He is a member of the Institute of Marine Engineering Science and Technology, Past Master of the Worshipful Company of Fuellers and Liveryman of the Worshipful Company of Shipwrights. He is the course director of the Petrospot bunkering courses and a regular presenter at bunker conferences. He has written 12 books on Bunkering and Shipping published by Petrospot.
Senior Business Development Manager, A.P. Moller – Maersk HQ
Mr. Ilyas Muhammad is Senior Business Development Manager at A.P. Moller – Maersk HQ in Copenhagen, Denmark. He is responsible for developing the supply of green fuels for Maersk container ships. Mr. Ilyas has Masters in Chemical Engineering from Seoul National University South Korea and 15 years’ experience in Commercial Management, Project Development, Technology Licensing & Process Engineering, while working at Haldor Topsoe, Shell Refinery, Samsung Engineering and Fatima Fertilizer.
Chairman of the Malta Maritime Forum
Judge Joseph Zammit McKeon is the Chairman of the Malta Maritime Forum.
He was conferred the Diploma of Notary Public in 1980 by the University of Malta followed by the Degree of Doctor of Laws in 1982 after which he practised primarily as a litigation lawyer until he was appointed Judge of the Superior Courts of Malta in January 2009.
As a judge, he served in the First Hall Civil Court (including as a Court of Constitutional Jurisdiction), the Constitutional Court, the Court of Appeal (in its Superior Jurisdiction), the Court of Criminal Appeal (in its Superior Jurisdiction) and with effect from April 2018, he was President of the Civil Court (Commercial Section).
On the 19th March 2021, he retired from the Bench on reaching the retirement age of 65.
Previously, Judge Zammit McKeon served as President of the Commission for the Promotion of Occupational Health and Safety, Chairman of the Malta Transport Authority, and Chairman of the Board of Appeal from Awards on Tenders by Local Councils.
Global Head of Bunkering - TFG Marine
Kenneth Dam joined Trafigura’s fuel oil team in 2017 and in May 2019 became Co-Head of its newly formed bunkering team. In 2020, Kenneth was appointed Global Head of Bunkering for TFG Marine, a joint venture created between Trafigura and ship owning companies Frontline and Golden Ocean to supply quality marine fuels to ship owners at global strategic bunkering hubs.
Before joining Trafigura, from 2011 to 2016, Kenneth worked for Monjasa and played a key role in developing its West Africa bunkering operations. Before entering the marine fuel supply and shipping industry, Kenneth was a financial advisor for leading Danish financial services company Nykredit.
TFG Marine is a leading international marine fuel supply and procurement joint venture between physical commodity trading company Trafigura Group Pte and ship owning companies Frontline Ltd and Golden Ocean Group Ltd. Formed in 2020, the company provides modern, simplified and transparent services that bridge every stage of the bunkering process for its customers, supplying over 10 million metric tonnes of marine fuels per annum across 35 strategic bunkering hub locations globally.
Physical Manager - PSTV Energy DMCC | Bunker One
Taha Karakan joined Bunker One / PSTV Energy last October 2021. He is in charge of the physical bunker supply at Turkish Straits and in-system cargo sourcing for the group in Mediterranean region.
Prior to joining Bunker One / PSTV Energy, he worked in various positions in sales, finance and trade, with BMS United and Opet Trade Singapore having similar roles including sales & trading, supply and risk management. He is a graduate of the Jonkoping International Business School of Sweden. He resides in Greece and UAE.

Danny joined Joseph Tan Jude Benny LLP in September 1999 and is a Senior Partner in the firm.
He was named by the inaugural Chambers Global Directory 2000 Edition as one of the “Leaders in their Field” for Shipping Law, and was listed in the Euromoney Legal Group Guide to the World’s Leading Shipping & Maritime Lawyers. He was also ranked in Benchmark Litigation’s Asia Pacific Guide 2018 as a “Dispute Resolution Star” in Shipping. Chris Turner is the Manager of Bunker Quality and Claims at Integr8 Fuels and is based in Singapore. Chris has over 30 years experience within the Shipping Industry commencing with 20 years within Independent Laboratories and latterly spent the last 11 years within Physical Supply, Trading, Broking and Procurement of Bunkers for Owners and Charterers. Chris is also a well known public speaker within the Industry and a member of the Technical and Future Fuels working groups within IBIA

Come from a shipping family, my father was a chief engineer, thus my love for shipping and sea.
After I finished studies in 2001, started work at Vestoil/Vestalco group of companies as trainee trader and then as bunker trader.
Worked there until September 2004 and since October 2004 I work for Termoil, initially as bunker trader and since 2013 as bunker manager.

Kamel is the Chief Commercial Officer and Head of Trade Finance for FIMBank plc, Malta. Prior to joining FIMBank, Kamel was Managing Director and Head of Transaction Banking MENA for Standard Chartered and prior to that Treasury and Trade Solutions Head for Citibank in different markets. Kamel has 23 years of banking experience within retail and corporate banking in multiple markets across Middle East, Africa and Europe.
Nikolas Gkikas has 15 years of experience in Maritime industry as an Operations Manager, Port Agent and Marine Fuel Broker. Nikolas has worked for four years in Samos Steamship and in Voras Navigation in operations department. He has spent 6 years in the US, as an operations manager in General Steamship Agencies Inc. located in Los Angeles, and as a bunker broker in LQM Petroleum Services, Connecticut. Then he returned to Greece to work as a Marine Fuel Trader, and start his own business. Nikolas is the founder of Nereus Digital Bunkers, and he is in charge of supervising the bunker brokerage department. With his vision, and his industry knowledge in many important sections he is charge of developing the software while satisfying customer needs by applying competitive trends

Registrar General of Shipping and Seamen, Transport Malta
Ivan Sammut has 22 years’ experience in the international maritime industry and graduated with a Master of Science degree in International Maritime Studies from the University of Southampton, United Kingdom. He is the current Registrar General of Shipping and Seamen, responsible for the Merchant Shipping Directorate within Transport Malta – the Malta Ship and Yacht Register. He is Malta’s representative on the Administrative Board of the European Maritime Safety Agency (EMSA) and the European Sustainable Shipping Forum (ESSF). Mr Sammut is also Malta’s head of delegation at a number of meetings of the International Maritime Organisation (IMO) and the International Labour Organisation (ILO).
For the last twelve years, Mr Sammut is entrusted to regulate, control and administer all matters related to ship and yacht registration under the Malta flag and their technical performance with regards to safety and pollution prevention and to promote Maritime Malta with the international shipping community. He is also entrusted with regulating the employment and certification of seafarers and to promote and advance the skills of seafarers and of persons employed in the maritime industry, to foster Malta’s relations in international shipping fora and to administer the implementation of maritime and other related international conventions and agreements.
Orkhan Rustamov is the Chief Executive Officer of Alkagesta. He is responsible for strategic direction of the business and Oversees company’s core functions, including trading, operations, finance, investment, and derivatives trading.
Before being named CEO in January 2022, Orkhan was Alkagesta’s Head of Trading and Business Development and was responsible for the company’s worldwide multi-billion-dollar trading and operations.
Orkhan has a solid achievement history in energy sector and deep expertise in finance and paper/physical commodity trading. Prior to creation Alkagesta, Orkhan worked in Coral Energy – global commodity trading company and BP – oil major.
He holds bachelor’s degree in Economics and Finance from the University of York, UK.”

Anna comes from a finance background having spent more than a decade in investment banking working for Goldman Sachs, Morgan Stanley and Societe Generale. Over this time Anna reached the position of Vice President covering the CEEMEA region. Anna joined PMG Holding as CFO in 2016 based in the London office. She was elected as IBIA board member in 2022 and has just been shortlisted for CFO of the year 2022 Awards in UK by Bonhill Women in Finance Award Series. Anna is also a member of WISTA.
